Australian Police Bowling Carnival
The Australian Police Bowling Carnival is set for next April in Sydney. The club intends to give its fours match practice against the better, local bowlers. Next year’s February 25 game against Modbury Bowling Club has been organized with that in mind. Last year’s challenge gave the club’s rinks much-needed practice against Modbury bowlers from their 1-red and 1-white sides.
Also apparent last season was some members’ reluctance to nominate for the national carnival because of their insufficient support of the club’s local competition. Those players should still lodge a nomination, which will be considered along with all the other nominations to find a viable and compatible team for Sydney 2001.
Emergency Services Day
The Emergency Services Day (October 29) will be a round-robin event involving police, ambulance officers, the Metropolitan Fire Service and rinks from host club, Edwardstown.
Open Triples
The open triples event (February 11) is being developed as a Cops versus Robbers Day. Precise details are not yet clear, but planning is well advanced.
Substantial prize money is expected to be attached to the event and organizations have been approached for financial support. If negotiations are successful, the event may yet enjoy media promotion.
Some of the day’s proceeds will be donated to charity. The event will be “open” and triples teams of any combination (men and women) are welcome to compete. “Single” entries are also invited.

The Rules
Level 2 umpire, Roy Howcroft poses the question: “A player is on the mat preparing to bowl when the opposing director steps into the head to mark a toucher. Is this unfair interference to the player on the mat?” The answer must be considered in light of laws 36 and 23.
Possession Of The Rink (law 36)
Possession of the rink shall belong to the team whose bowl is being played. As soon as each bowl has come to rest possession of the rink shall be transferred to the other team, time being allowed for marking a “toucher”.
The player in possession of the rink for the time being shall not be interfered with, annoyed, or be distracted in any way by the opponents.
Should a player infringe this law the umpire shall give the player a warning. If in the opinion of the umpire the player reoffends, the umpire shall invoke the penalty under law 58A.
Touchers (law 23)
A bowl in course on the green which touches the jack, even though such bowl passes into the ditch within the boundaries of the rink, shall be counted as a “live” bowl and shall be called a “toucher”. If after having come to rest a bowl falls over and touches the jack before the next succeeding bowl is delivered, or if in the case of the last bowl of an end it falls and touches the jack within the period of 30 seconds invoked under law 43, such bowl shall also be a “toucher”. No bowl shall be accounted a “toucher” by playing on to, or by coming into contact with, the jack while the jack is in the ditch. If a “toucher” in the ditch cannot be seen from the mat its position shall be marked by a suitable indicator placed on the top of the bank and immediately in line with the place where the “toucher” rests.
Consider this interpretation. If the toucher has come to rest and a reasonable amount of time is allowed for the bowl to be marked, then possession of the rink is transferred to the other team (that is, the player now on the mat). The opposing director might well be interfering, annoying or distracting the player on the mat.
If, however, the last delivered bowl has come to rest but then falls over and touches the jack before the player on the mat has delivered the next bowl, then the director is entitled to mark that bowl, in effect interfering with the player on the mat.
